Spain's State Housing Plan 2026-2030 was approved by Royal Decree 326/2026 of 22 April, published in the Official Gazette on 23 April and in force from the following day. It replaces the 2022-2025 Plan and applies in every region except the Basque Country and Navarre, provided each signs its agreement with the Ministry of Housing and Urban Agenda. For individuals, chapter IV brings five aids: the general rent aid of up to 250 euros a month, the aid for especially vulnerable people of up to 1,000 euros, the youth rent aid of up to 300 euros capped at 60% of the rent, the purchase aid for young people in towns of 10,000 people or fewer, of up to 15,000 euros, and rent-to-buy of protected housing. Income is checked against income tax data and measured in multiples of the 14-payment IPREM. No aid can be claimed until your region publishes its call.

The five aids for individuals

Chapter IV of Royal Decree 326/2026 groups the aids claimed by a person rather than a company or a council. The general rent aid (articles 115 to 123) is for any age and pays up to €250. The aid for especially vulnerable people (124 to 131) can cover the whole rent. The youth rent aid (132 to 139) pays up to €300 to people aged 35 or under. The purchase aid for young people in small towns (140 to 145) gives up to €15,000, capped at 20% of the price. And the rent-to-buy line (146 to 151) subsidises owners of protected housing who rent to a young person with the right to buy later.

What changes from the 2022-2025 Plan

Under the previous plan, the youth aid was up to 60% of the rent with no fixed euro ceiling (article 56 of Royal Decree 42/2022); the new one keeps 60% but caps it at €300, and the rent cap is €1,000, or €500 in towns of 10,000 people or fewer. The small-town purchase aid rises from 10,800 euros to €15,000, with the same 20% of the price limit. Income is measured for the young person alone, up to 5 times the IPREM. The general aid reaches 5 times the household IPREM. The option of combining it with the Bono Alquiler Joven, which the previous plan allowed up to 75% of the rent, also disappears: article 136 rules it out.

Why it still cannot be claimed in almost any region

Under article 4, each region must sign an agreement with the Ministry, and the money is shared out through decisions the region accepts. Then it has to publish its calls. At our reading we found no signed agreement in the Official Gazette, and only Catalonia had published a call for the Plan youth aid, now closed (DOGC). The Ministry of Housing links to each region's pages, and our calendar is updated by hand.

How to get ready while your call arrives

Have the lease in your name, your padrón registration up to date, your latest tax return filed and a bank account of your own. Plan calls are meant to stay open continuously, but many regions set short windows and award on a first-come basis. The document checklist tells you what to gather for your case.

Common questions

When did the State Housing Plan 2026-2030 come into force?

On 24 April 2026, the day after its publication in Official Gazette number 99. Even so, the aids do not arrive by themselves: each region must sign an agreement with the Ministry, accept its share of the money and publish calls in its gazette. Until then, the Plan exists but cannot be applied for in that region.

Does the 2026-2030 Plan abolish the Bono Alquiler Joven?

No. Royal Decree 326/2026 does not repeal the part of Royal Decree 42/2022 that governs the Bono, and its third additional provision extends by twelve months the execution periods of several programmes of the previous plan. The Bono and the new youth aid coexist, but you cannot receive both for the same rent.

Which regions do not apply the State Housing Plan?

The Basque Country and Navarre, under article 1.5 of Royal Decree 326/2026: they have their own tax system and fund their housing programmes themselves. Elsewhere, the Plan applies in the regions and autonomous cities that sign the agreement set out in article 4.

How is my income checked under the 2026-2030 Plan?

Article 8 refers to the income tax data the region obtains from the Tax Agency, converted into multiples of the 14-payment IPREM. If you do not authorise that check, you will have to provide your tax certificate. For the youth and purchase aids your own income counts; for the general aid, the whole household's.
